Should OSLC PROMCODE v1.0 csd01 become a Committee Specification?

Do you approve OSLC PROMCODE Version 1.0 [1] becoming an OASIS Committee Specification?

This ballot requires a Special Majority Vote [2]. The TC roster currently lists 7 voting members. In order to pass, at least 5 members (2/3 x 7) have to vote Yes and no more than 1 member (1/4 x 7) may vote No.
