Patent Application Disclosure to OASIS - XACML

IBM has two patent applications submitted in a technology area which may be relevant to or employed by the OASIS XACML (eXtensible Access Control Mark-up Language) Technical Committee in developing its final specifications. These patent applications have not been published in the United States as of the time of this disclosure. One application has been published in Japan.
IBM pursues a full disclosure policy, regarding published patent applications and issued patents, in accordance with OASIS (Organization for the Advancement of Structured Information Standards) intellectual property policies, when participating in OASIS specifications developing activities. IBM intellectual property disclosures are based upon the working knowledge of those individuals involved with the respective Technical Committee.
IBM would like to provide the following information on the currently published patent application:
Title: Access control system, access control method, storage medium and program transmission apparatus
Published in Japan as Japanese published unexamined patent application (PUPA) 2001-184264. Publication Date 2001 July 6.
IBM is unable to provide more specific information regarding the unpublished patent application, until such time as the application is published or the patents are issued.
Should these patent applications be issued as patents, and these patents are identified as essential to the compliant implementation of the OASIS XACML specifications, IBM, in support of OASIS intellectual property rights procedures, is willing to offer nonexclusive licenses under these issued patents, upon written request from the implementers. These licenses will be provided under reasonable and non-discriminatory terms and conditions, in accordance with IBM's then current licensing practices. (When and if the unpublished patent application becomes published, IBM will be able to provide this documentation to the OASIS Technical Committee.)

Patent Application Disclosure to OASIS - XACML

ContentGuard wishes to inform the Organization for the Advancement of Structured Information Standards (OASIS) that ContentGuard holds United States patents numbers 5,715,403, 5,629,980, 5,634,012, 5,638,443 and 6,236,971 which may be technology required to implement the OASIS XACML Committee Specification Version 1.0 (the "Specification"). Upon approval by the OASIS Board of Directors of the Specification, ContentGuard is willing to offer nonexclusive licenses to the patents to persons wishing to pursue compliant implementations of the Specification. These licenses will be provided under reasonable and non-discriminatory terms and conditions, in accordance with ContentGuard's then current licensing practices.
