During both the RIM and CAP SC meeting, a review of the noted document was conducted. A number of minor edits and clarifications were made. Additionally subject matter experts indicated a need for a reference to CAP (aka ITU X1303) and a more lengthy concern about the need for more details regarding network capability and resilience. To that end, I have drafted a cover email as follows:

Dear Sir,

The OASIS Emergency Management Technical Committee has within subcommittee and committee reviewed and provide the attached document with tracked changes regarding the draft herein referenced.

In addition, we would like to make two notes: one has to do with the fact that the preferred method of codifying alerts and warnings (OASIS Standard Common Alerting Protocol aka ITU x.1303) is not mentioned. We think this is an important aspect for PPDR and should be included.

Second, the document rightly notes the very critical element of network capability and resilience but only near the end of the document in Appendix 6. Our reviewer who is an emergency communication specialist wrote the attached document for your consideration entitled “Further OASIS Comments on ITU-R M.2291-1 Mark Wood.”
