Approve ECF 5.0 WD18 as a CSD/PRD

Do you approve ECF 5.0 Working Draft 18 as a Committee Specification Draft and Publish it for Public Review?

The ECF TC has been planning to publish ECF 5.0 as a public review draft in Q1/Q2 2017 and release the committee specification by Q4 2017. Publishing the draft for public review now will allow us time to complete this first public review by mid-September, review and respond to the feedback at our face to face meeting at the Court Technology Conference and consider the remaining steps prior to releasing ECF 5.0 as a committee specification.
