Change document title to "Reference Model for Service Oriented Architectures"

Matt MacKenzie motioned (and was seconded by Ron Schuldt) to resolve issues 116. 117, 118 and 119 by renaming the document's title to "Reference Model for Service Orientated Architectures" during day 1 of the July F2F in Vancouver. Since this is an important issue, it was decided by attendees to put this issue up for electronic ballotting.
